Air Combat Command boss Gen. John Corley believes that having only 187 F-22 Raptors represents a "high risk" under current national military strategy. He gave this unvarnished assessment in a June 9, 2009 written response to a June 8, 2009 letter from Sen. Saxby Chambliss (R-Ga.), asking for his "personal and/or professional" assessment.
