The Pentagon will have to pay for most of its modernization efforts by reducing its massive overhead costs, which account for 40 percent of defense spending, Defense Secretary Robert Gates said in a speech at the Eisenhower Presidential Library in Abilene, Kan., May 8, 2010. Reducing overhead costs may provide the roughly two percent to three percent of real growth that the Pentagon seeks, said Gates, shown here during his speech, which was held on the 65th anniversary of Germany's surrender in World War II.
